Portugal has been a strong supporter, since 2011, of the process aiming at strengthening compliance with international humanitarian law, in pursuance of the pledge made by the International Committee of the Red Cross (ICRC) and Switzerland at the 31st International Conference of the Red Cross and Crescent and participated in all expert meetings and meetings of States organized by the co-facilitators.

Portugal has made International Humanitarian Law a true political priority in its Major Planning Options for 2017: the Options expressly mention Portugal’s compliance with International Humanitarian Law as a means to affirm its commitment as a prestigious advocate for the rule of law, the peaceful settlement of disputes and human rights.
