The ICRC has formed a sub-group of the internal Working Group on Disability Inclusion specifically on employability, in order to formulate strategies to address potential security and access constraints present in its operational contexts, and a statement encouraging the application to the ICRC of persons with disabilities will be formed and added to the ICRC career site. Work is also currently underway to develop a new Global Framework on Diversity & Inclusion, which intends to support the recruitment of persons with disabilities and provide a disability inclusive working environment.

In ICRC Protection and Assistance activities, efforts continue to be made to ensure particular attention is paid to the specific needs of persons with disabilities in programming – e.g. in activities pertaining to the Protection of the Civilian Population, considerations of the specific needs of persons with disabilities are currently being incorporated into guidance on addressing internal displacement, as well as sexual violence. As well as addressing these specific needs, Protection activities seek to ensure that persons with disabilities are identified and integrated into general assessments and the subsequent response.

In health services, health care needs are assessed by taking into account those who may not be able to reach health care as well as those who may experience specific vulnerabilities, such as e.g. persons with mental and physical disabilities. In e.g. health activities in the context of detention, the ICRC closely monitors barriers in accessing health services faced by persons with disabilities who are detained, and/or if they are at risk of experiencing discrimination on the basis of their disability

Through its activities in disability sports, the ICRC supports the social inclusion, and reduction of stigma, of persons with disabilities. Moreover, through its humanitarian diplomacy efforts the ICRC seeks to contribute to promoting contemporary understandings of disability.

The ICRC works with States and relevant organisations to promote the full inclusion of persons with disabilities. For example, the ICRC's Legal Division proactively engaged with States and OHCHR in the lead-up to and during negotiations on a resolution on the rights of persons with disabilities in situations of risk, including situations of armed conflict, humanitarian emergencies and natural disasters, adopted in March 2016 by the UN Human Rights Council. The ICRC also contributed to the drafting of the Charter on Inclusion of Persons with Disabilities for the World Humanitarian Summit in 2016, endorsed by a number of States, UN agencies as well as by the Movement.
