The Government of the People’s Republic of China hereby pledges, for the period 2016-2019, to faithfully perform its international humanitarian duty, actively participate in international humanitarian affairs, support the development of the International Red Cross and Red Crescent Movement, and, in response to the appeal of the 32nd International Conference, commit to promoting world peace and development.


Action plan

In light of the foregoing, the Government of the People’s Republic of China plans to:

1. Continue to adhere to the provisions of the four Geneva Conventions and the two Additional Protocols and other instruments of international humanitarian law to which China is a party; respect and vigorously promote the public awareness of the Fundamental Principles, and work with all relevant stakeholders to address the humanitarian challenges; further promote the work of the National Committee of the International Humanitarian Law of China, improve the study on international humanitarian law and promote dissemination of international humanitarian law;

2. Enhance cooperation with the International Committee of the Red Cross (ICRC) and the International Federation of the Red Cross and Red Crescent (IFRC); actively participate in international humanitarian assistance missions in spirit of humanitarianism to help more vulnerable people;

3. Support the work of the Red Cross Society of China, encourage the Society’s participation in the International Red Cross Movement and China’s humanitarian assistance abroad, and encourage the Society to play its unique role as auxiliary to the government in humanitarian assistance;

4. Implement the relevant resolutions of the 32nd International Conference, step up efforts to protect and support humanitarian workers and volunteers, and promote work to strengthen legal frameworks for disasters and emergencies.
